Packet Radio X.25
varriable 15 watt fm transmitter on ebay with usb connection are around 110 dollars. 5 miles semi line of sight so you might be better off using a wifi relay if you have more area to cover. wifi is good for 300 km line of sight if you have the proper hardware. li-fi or ronja also have long distance applications for more secure transmissions.
